Tweak HUD so that retail gauge scale/no-scale can be set in a minimalistic hud gauges table

Turrets initial rotation does not work in the game. Works only in the F3 lab. The latest working build is r10054. Tried on a both mediavps. And yes I created a new pilot for this. Sorry if this reported before.

yeah - mantis that, and if you can add a simple test case it would be grand.
Just from looking at the commit log, I'd start with a look at this commit (http://svn.icculus.org/fs2open?limit_changes=0&view=rev&sortby=file&revision=10057)

Could not find this in mantis, so I mantised it myself, as I see the same issue: http://scp.indiegames.us/mantis/view.php?id=2994
