Title: Possible to lower sensitivity further than in-game options permit?

I have lowered the joystick sensitivity using the in-game options to the lowest setting and I find that it is still too high, is there any way to lower it further using custom flags in the launcher?

No. Any further adjustments to sensitivity would have to be done in the joystick's driver.
