who is the best?

I am. I have polled everyone in my head, and there was unanimous agreement that I am, in fact, the best missile.
(That being said, Harpoon all day every day)

The best missile is the one that is best suited for the task. Sometimes that's the Harpoon, sometimes that's the Interceptor. Sometimes, it's neither. It can depend on you and what your playing style is, or it can depend on the situation. It can also depend on both.
Of course, if my only 2 choices for missiles were the Interceptor and the Harpoon, then I'd choose the Harpoon without any hesitation.
Edit: I suppose it would help to explain why. My reason is simple: the Harpoon is more versatile and I can carry more of them. So, if I were forced to choose between these two missiles and ONLY these two, then it would have to be the Harpoon.

The two missiles have nearly identical stats. Harpoon (even though it's older) does more base damage, but the Interceptor does shockwave damage. The rest is the same.. so.. I vote nailing fighters with Tsunamis is better.

the interceptor is a piece of **** on a lag pursuit curve, the harpoon's better in every way

And even then the Harpoon still blows ass, FS2 missile tracking and AI is so awful it's not even funny (not to mention countermeasures galore).
The Tempest is easily the best missile for anything but bombing if you can actually aim, but it requires you to actually be able to aim.

FS2 missiles tend (or at least seem) to be better than FS1 missiles, but that makes sense.
Personally I like Hornets. Useless in high angle shots, but if you do fire them at a good angle whatever they hit is in for bad times, and usually at least a couple hit.

I stand by my absolute prejudice against all missiles except for the Harpoon. Dual Harpoon nail most Shivan fighters with ease!

Tornado. Wave them at something. It disappears.
(Nah actually Phoenix V. Dunno why, it just makes feel warm and fuzzy.)

Another vote for the Trebuchet. Fighters, bombers, turrets, all will fall without getting with 4KM. Tornado a close second since it's basically like pressing ~+K at medium range.

One-shotting those Dragons in A Failure to Communicate was a thing of beauty.

Another vote for the Trebuchet. Fighters, bombers, turrets, all will fall without getting with 4KM. Tornado a close second since it's basically like pressing ~+K at medium range.
Plus the Harpoon, of course, for sheer reliability and ammo efficiency.
Also, the Slammer in WiH. It's tricky to use, but it's worth it when you vaporize multiple wings with a single shot.

(My favorite moments are when I fire bank after bank of Hornets and all of them miss...)

Oh wait, that's right: he's comparing the Interceptor to the Harpoon. I got myself into thinking that he was only comparing secondaries from the FS1 era.

It's really a weird comparison, of course the newer weapon's going to be better.

Either the Harpoon or Trebuchet I would say.
Harpoons are fairly good for anti-fighter/bomber work and you can carry a decent amount of them. Trebs are good for neutering most capital ships from a distance.
