The Mayor of Washington certianly thought so, so here's a pamflet from the Dutch Embassy there correcting him (http://dc.the-netherlands.org/news/2015/02/marijuana-laws-and-policies.html#anchor-1-WhatarethedifferencesbetweenWashington-D-C-andDutchlawonthep)
The long version is that Washington DC has enacted laxer drug laws. This has some people worried, but the mayor of washington promised that "This won't get as bad as Amterdam" - Cue the Dutch explaining that it's actually way worse then that already.
As a side bonus, this also very neatly explains the Dutch drug laws, as I am acutely aware that many non-Dutch think them a lot laxer then they actually are ;)

For a given value of "worse". :) Actually, this is a step in good direction. Though they still have one big hurdle - sale of pot should be legal and taxed, and subject to quality control as well.
