Modeling it?

Simplest way is to make a cube, model it a bit so it looks good, texture it, make a tube of 3 sides, make it the lenght you want, glue (sibling) a light to it, glue (child) it to the cube, place where it looks good, glue (child, TrueView modification necessary, at least for me) combo to the main hull.

The POF editing bit is a bit tougher than with flat turrets, just look at something like an Orion...

Actually, use Kazan's converter to convert the Orion to cob, then look at that. Should work  (http://dynamic.gamespy.com/~freespace/ubb/noncgi/biggrin.gif)

Once you've got the subobjects done correctly you can do the rest in POF CS. Even Modelview's POF editor will let you set up turret data like rotation axes and FOV
