This is not a prank.

There is apparently an open request for comment on the DMCA from the copyright office. As you all know the DMCA is often used as a weapon for attacking weaker content producers and silence criticism. It seems there is a very limited window of opportunity to send in feedback about the problems the DMCA has had over the last 18 years, that closes in 5 HOURS

here is a site with a detailed form letter that covers a lot of the main problems so you don't have to do anything other than enter some info and hit submit.
