Title: BLue Planet- Enhanced Graphics

It says in the installer nto to download unless the PC can safely handle 4096x4096.. My Lenovo Ideapad z710 laptop has the following- Processor   Intel(R) Core(TM) i5-4210M CPU @ 2.60GHz, 2594 Mhz, 2 Core(s), 4 Logical Processor(s)

Would this be able to handle it without lagging?

Your GPU is the more important determinator there, rather than your CPU; if you don't have a discrete GPU, and are instead relying on the CPU's integrated graphics capabilities, then no, you should not get the advanced textures.
