Title: SCP coding README thread is outdated

The master readme thread (https://www.hard-light.net/forums/index.php?topic=82688.0) still makes reference to Mantis and SVN when development has moved to GitHub.  SVN instructions are helpful for setting up mods (it would be nice to have them in one of the modding boards), but not for SCP coding.
