I've stumbled across that thing multiple times in FRED now. Having never seen it in vanilla FS2, I have several questions about it.
-What is the Fiction Viewer?
-What is the purpose of the Fiction Viewer?

The fiction viewer allows you to put another piece of plot (in form of a txt file) in front of your mission. Depending on how you structure the plot you can add things to the story (for example give addontional info to the player). If some apparently unimportant artifact is discover in some border system which is going to be important for the further plot, or what command is talking about in the background, yet the chance that the player is informed about this in a normal CB is near 0.
The structure of the mission is then
-Fiction
-CB
-Briefing
-How can I use it?
put a file (txt only) into the Data/Fiction folder. Than go to the the editor in FRED, enter the filename (test.txt).

It's in the wiki article but it bears repeating: You need additional interface files for it to work correctly.

The needed files are part of the MVPs now. Not sure if they have been since the MVP2014, but I think they were already included back then.

The needed files are now included in mvps, yes. Custom fiction viewer intefaces are also possible and look cool too!
It takes some work to set up but I highly recommend taking advantage of the fiction viewer. Even in a mod with all retail assets a little fiction viewer use can go a long way. There's a reason why some community members set it up. ;)
