Title: Custom HUD elements

Hi,

so I've started working on a mod and wanted to make a custom HUD fo it in the style of the Inferno HUD. Thing is that I have no idea which program to use to design it. I wanted to go with gimp, but I really have zero clue what I am doing. I know that I have to make a bunch of .bmp's to merge together in ANIbuilder for dynamic hud elements such as the afterburner, the lock on and weapons energy, just don't know how to desgin the actual thing.
Seriously, doing a circle that's broken up every 3 degrees is just absolutely out of my reach.
If anyone knows how to design it, a helpful program, or has a tutorial handy, I'd be grateful.

I don't suppose you have access to Adobe Illustrator, do you?

Nope. Not any "professional graphics design software". Would probably buy one if I knew which one would be suitable for this, but I don't have the biggest budget
