it looks like there are different versions of FS & FS 2 How can one tell what the latest is?

The Source Code Project board (https://www.hard-light.net/forums/index.php?board=50.0) contains builds for the Freespace 2 Open engine. The top pinned posts are for the most recent stable build and RC for the next stable build. In the Nightly builds sub forum (https://www.hard-light.net/forums/index.php?board=173.0) you can find the most recent nightly builds, generated every night containing the most bleeding-edge changes to the codebase.

The launcher/installer Knossos (https://www.hard-light.net/forums/index.php?topic=94068.0) streamlines the process of using them, and can download these builds for you.
