I'm sure many of us have listened to videos on YouTube that appear to be narrated by David Attenborough but actually are AI renditions. I wonder if the software is available to do that for the various voice actors of Freespace and Freespace 2.

Yep, it is - you just need the voice files to train the ai with - the more voice samples you have the better the end result.
Someone already cloned Petrarch/Robert Loggia’s voice with it and the results were pretty convincing when it was used in a parody skit.
The issue is more about if it’s ok to clone someone’s voice without their permission, from both a legal and moral aspect, and what might happen if the person in question / their estate / their lawyers etc. we’re to find out.

There's a couple of campaigns that use ai/tts voices for their campaigns, Solaris is a noteworthy example.
But recreating an existing person's voice has a couple of ethical concerns for very little benifit.

Yep, exactly this.
Eleven labs does a pretty good job of creating voices in general. Vassago’s Dirge Voiced is a good example, although it mixes in some real people too.

Of course.

Elevenlabs has tons of AI voices that can be used guilt free.
