Can't get the game to play in fullscreen. This is what it looks like when it is set to fullscreen

Do you have "Run in fullscreen window" checked? If so, uncheck it. You might also want to change the game's resolution to 1366x768 while you're at it.

Okay, this is getting strange. Go to the Diaspora folder and run the fs2_open_Diaspora_R1_Debug.exe file. You'll find a file called fs2_open.log in your data folder afterwards. Attach that file to your next post. That should tell us what's going on with luck.

Okay here's the log. And I appreciate the Administrator help

As I suspected, you still have -window enabled in the log. Go to the advanced settings section and look in dev tool for "Run in window" and turn that off.
You might also want to go to the basic settings page and change the resolution.

Look at the pictures and you'll see what it looks like in full screen checked, window screen checked, and with neither checked.

What happens when you change the resolution in the basic settings tab?

FreeSpace 2 Open version: 3.6.13
The Diaspora team recently released a patch that includes a newer build. Get it here: http://www.hard-light.net/forums/index.php?topic=87289.0 (http://www.hard-light.net/forums/index.php?topic=87289.0)
Initializing OpenGL graphics device at 1024x768 with 16-bit color...
Try running the game in 32-bit color mode. (The setting is just below the resolution setting.)

Nothing, all that happens when you change the resolution is the game gets a little more detailed.

Okay so i did a little troubleshooting and was able to get the game to start playing with the new patch but it still wont go into fullscreen.
-
Okay, let's have another log then, with both windowed modes turned off.

I actually think i got it fixed so that there are black bars on the sides rather than the desktop. Still wish I could get it to go completely fullscreen

Does the actual gameplay fill the screen? If not, then make sure that the game is set to 1366x768 resolution and 32-bit color mode.

There is a possibility with the new patch that the main screen won't be in fullscreen. Is the game itself in fullscreen?
