I think this function would be filled by SOC. "Special Operations" and "Black Operations" usually struck me as synonymous.

Actually, considering that subspace is considered the Shivans' domain, this typ of squadron could be more useful than you might think, BW.
If I find the
exactly right circumstances to script a subspace mission, I plan to include it in my campaign...
