A better question might be: Is anyone working on this? If ogg is GPL (and I wouldn't be surprised if it is) then it may not be possible to use it in FS2 due to the fact that FS2 isn't GPL. As far as MP3, I don't have a clue but have a feeling nobody is actually working on adding MP3 support to FS2.
