Do you mean the briefings or the action scenes (or both)? The lack of briefings is okay in my opinion - I liked the C&C movies and some of the Firestorm ones, but the rest of the games' cutscenes were mediocre - but the action scenes were quite neat and I remember wanting to finish some of the missions just so I could watch the action movie at the end. 
What is the story is this anyway? I'm not expecting it as good as the first game, but it should at least be better than their last few efforts.

) Are the infantry really powerful (TS) or do they suck (RA) compared to the other stuff in the game?
What is the skirmish AI like? Is he the usual RTS retard or did they make him competent this time around?
Also, are the two sides balanced? C&C had two issues that were easily corrected but upset the balance quite a bit and RA was something of a disaster (especially with aftermath), but I thought that the TS and RA2 balance was almost perfect. What is it like this time?
I liked several of the tracks in C&C (some music tracks were good and some were not, but there were a lot to choose from) and a couple from RA, but didn't find most of the TS or RA2 ones quite that good. Is there no music at all or something?
I thought that some of the sounds in C&C were fantastic (e.g. the obelisk and AGT firing sounds
) and RA2 also had some nice ones, but the rest of the games were not all that impressive in this respect.
Anyway, I'm going to wait for some reviews before buying this. ebay is the best place to get it though, since new copies sell for around $30 there.

I mean lack of any movies. I liked the breifing and end cutscene movies from CnC and RA. This one just uses in game cutscenes.
The story is bassically what you see on the back of the box. theres no real beggining intro or cutscene or anything. Theres some chinese milatary parade and some how the terrorist GLA captures chinas nuclear missiles and nukes the parade in bejing. The next two missions are just china killing the nuke stock pile and china killing the biochem stock pile. There's no story.

no, this is like an Uber tank. You can make a "wall of fire" where basically it sprays out this continual flame that sets a wide area (like 10 tank widths) on fire so bassically no infantry or anything weak could get through. ITs a great defensive weapon and makes for good tactics, but is hella strong. The GLA have a similar thing except its more like the desolator from RA2

Actually each side is kinda unique. China has everything fire. The flame tank, migs dropping napalm, nukes, etc. Their infantry are weaker than normal, but you get two for the price of one (two guys for $300) and they build in pairs, which is nice.
America has the heavy guns. Each of their vehicles such as the humvee and medium tank (paladin I think) have two drones that can be deployed (at cost) and follow them around. One is that unarmed scout plane that they used over afghanistan. It bassically gives the vehicle a larger field of view. The other is a drone that has a weak machine gun and can repair the vehicle. These make the vehicles last a lot longer than normal which is pretty cool. the US also owns the skies with the Auroa bomber, stealth fighter, raptor and Commanche.
The GLA is the terrorist hit and run team. They have suicide bombers and normal infantry that are mediocre. They have a couple things like a truck with a machine gun and the desolator Tractor that I mentioned.
Bassically the faction balance is more like warcraft with each side specializing than it is like previous CnC games where they are more or less balanced.
Music: AFAIK each side only has like 2 music tracks. I can't remember if they had more or not, but i'll go back n' check ina lil bit.
Sound wise, it's not bad. I haven't heard any particularly cool sounds, but the units talk more and so on. I miss the mini gun noise of infantry though
Oh, and there's the generals thing. I heard they were going to have a system where you bring the General unit into battle, but i've yet to see such a unit, so i'm guessing they dropped it at beta. anyways, the Generals deal is bassically, the player gets points when they reach a certain kill count or something to that effect and you get to put them to a certain attribute (kinda like adding points to a attribute table thingy in an MMORPG) Some of if is stuff like having your vehicles repair automatically, calling in airstrikes, revealing parts of the map and stuff like that.
