That lightning looks familiar. Did you use Ulead PhotoImpact? We used that in graphics class a couple of years ago.

It's pretty much going to be the same as the adamantpacified site, showing art, etc. but with a different look to it.

The lightening effect I drew the lines with the line tool and used a drop shadow effect to make the glows.
