[EDIT] Nope, Phreak's latest FRED didn't work. When FRED tries to launch it begins a process called dwwin.exe which eats my RAM. Then FRED gves up and dies.

I had the same problem, but found that it worked with the Inferno build of Fred. I'm not sure what my computer did, but it certainly wouldn't run the 'standard' version of Fred Open. I made a report at Bugzilla
