Reportedly that entire tectonic plate is moving and rubbing against the other; hence the tsunami earthquake and now this one.

IIRC there was no tsunami as it was both in deeper water, and I think moved downwards (or not...either way the plate movement was such that it didn't displace water as the tsunami one did; I think that one caused the seabed to rise).
