The thing it when an army treats an entire nation as one big free fire zone, civilians pay. Big time.
The only reason that anyone is raising a fuss this time is because it was an Italian. Even if it was simply a case of overly-agressive checkpoint policy, that **** goes on everywhere. How many people have needlessly lost their lives, because if an Italian special service car which had informed the US of their travel route ahead of time became a target, you can bet your ass that Iraqis run into "checkpoints" all the time without even realizing it, and get shot down.
