Spent most of the day working on the FAQ and as usual ended up spending a disproprtionate amount of time on FRED help

I've added some information on persistant variables to the FRED2_Open section and more importantly I've added the results of this thread to the FRED Cookbook.

Nothing there is completely new (in fact it's basically a cut and paste from the thread with pictures) but since the cookbook is new I'd appreciate some comments as to whether or not the current format for it works.

Also if there are any FREDders who have always struggled with variables or persistant variables I'd appreciate it if they'd tell me if that section clears things up any.
