I have this enabled all the time.  In fact its so simple, that you only need one line of data in the hud_gauges.tbl file:

$Max Escort Ships: 15

You don't need headers or anything.  Of course, the figure (I've selected 15) is purely up to you, but that line is all you need in the file.
