OpenAL32.dll error

After searching I can't get anything working with fs2_open_3_6_9.  I am getting the error that it can't find the OpenAL32.dll.  So I downloaded the file and I get the error message "The procedure entry point alcGetIntegerv could not be located in the dynamic link library OpenAL32.dll"

I have run two fresh installs with no change.  Anyone got any ideas that might help?
