How do you edit hierarchy in truespace 3.2?
I forgot.

I have the script, but all I can do is move geometry around in the groups and not create new groups.

IIRC You just need to drag one object over the object you want to make it a submodel of in Trueview?

Use Trueview!  It comes with truespace 3.2
