Forget Bright. Get Irfanview (www.irfanview.com) does color reduction, resizing, and best of all, can transfer between every picture format known to man perfectly. Highly recommended, 5 Sushi Stars.

I use Irfanview as a general image browsing program; one of the best freeware programs I have seen.   It's really small and fast, supports around 30 image formats and can perform most of the basic image modification functions.
