Are you looking for voice actors but quite not getting your taste,
Well try Google Translate,
like most of the things of Google their Text-to-speech API is awesome!
Attached is a quote from the main freespace campaign(loop1-2)
"As you have no doubt already heard, the GVD Psamtik has destroyed the NTD Cyrene"
Though i had to edit it to make it sound the names right(Psamtik-Pthamptik & Cyrene- Cyerene).
Also the system has it's drawbacks
1.Word limit-100 words(you have to break down your dialogue if it is too long.
2.Some editing is required.
but the voice is very Freespacey(I think)!
And perhaps you can save some time!
Also,can anyone verify that the voice for all regions in world is same or different(I am from India GMT +5:30).

I think it was SCP 3.6.10 where they implemented text-to-speech standins for non voice acted missions, so this is implemented by default. The particular voice though, can be chosen by the user and is not controlled by the person who made the campaign. I am using microsoft Anna right now.

The TTS for google sounds ok, but I don't know if it's worth it to create all those files just to restrict the user's TTS reader.

I might use this if I were desperate for a minor female role and could not find a voice actress, but I think at that point I would ask my sister to do it.

TTS readers generally sound pretty robotic as they pause between every syllable and ignore tone. If you want to go that extra mile and get your campaign voice acted, I'd just go all the way and try to get people to do it.

You know what maybe for some kind of possessed space goddess (or maybe a computer monster) it would be good.

A real person is so much better than TTS because of the nuances.

TTS is great for "automated" responses.
