One of the mods and some of the forum messages referred to a CVS file/build. Is that already included in one of the downloads or is this a seperate file I need to download and where from?
CVS is the system that the SCP Programmers use to enable us to work together on the same project without continually wiping out each other's changes. If a post says to use a CVS take a good look at the date of the build. Any official release from after this date will also work. For instance Transcend mentioned using a CVS build from 2005 in its release thread if I remember correctly. However since 3.6.9 Official was released later than this you can simply use it instead.
Currently there is no reason why a newbie would need a CVS build that I can think of. Stick to 3.6.9. It should do everything you want it to.
I noticed it said in some mods/missions/campaigns about checking or unchecking the mediavp option and how certain mods will make it a secondary choice. How do I know when to use this or not to use?
Check it for anything that uses FS2 ships. In fact now that all the total conversions are going stand alone you probably don't need to ever turn off the media VPs as far as I know. Who told you you had to?
The inferno mod referred to a "Standard" SCP. What is there any difference between downloading the 3.6.9 w/vp, ogg etc?
Shouldn't be.
Another readme said to install the MVE from the 2nd and 3rd CD of FS2 and disk 1 and 2 of FS1 (do I also install it from the Silent Threat Cd) is that correct? Are there any other files I need to take off the cd and put in the directory ono the hard drive.
If you can get at them and don't already have them in your folder copy across any of these files.

as well as anything that has .mve as the extension. Any .mve files from the FS1 CDs should go in your FS1 Port folder rather than your main FS2 folder. You don't need to do this but it will improve the performance of the game/the amount of time it takes to download.
Finally according to one of the messages it said not to install the High Artwork or you would be stuck in 640x480. Is that true and should I then reinstall it.
That's the wrong way round. If you
don't install the high res artwork you'll be stuck in 640x480. So don't do anything.
