Red alert bug

I've been hearing a bit about this bug, and had a few problems  as well, and i'd like to know more. How long has this been around? is it going to be fixed in 3.6.9.1 or any time soon? and how does one avoid it?

It's fixed in 3.6.10. I wish people would stop bringing it up.
