Yes, but he shouldn't need more then one beam. It helps to prevent spamming of welcomes.
if everyone welcomed him, we would be spammed rainbows of beams, and not to mention put thousands of holes in the HLP station.

However, spamming is what you two are doing right now with this pointless debate. I'd suggest stopping before a mod looks this way... :nervous:

But eventually the excess beaming causes a problem. People focus too much on beaming and welcoming and forget to actually see if the new guy was asking a question that needs to be answered.
