Heard about this one a few days ago; yeah, it's a good thing that they have a contingency plan of some sort. I think that the government's biggest fear is the so-called suitcase nukes, which were smuggled out of the USSR during its collapse and are now in unknown hands; if Washington falls, the US needs to be able to hold together.:)
