FRED2 Open, -fredhtl problem

When I run the FSO version of FRED2, it continually says "attach -fredhtl to the end of the string under the target box"
I do this, yet I keep getting an error message and it won't start.
Is there a specific place I place it?

FRED2Open should be in your main Freespace 2 directory with the other .exes.

Are you running 3.6.10 RC3?
