It all depends on the state but around here it does mean you have to server more time (on some cases any time) before you are eligible for early release for good behavior or parole. 

In some states and counties porn is still illegal so that could be part of it too.  Kind of like there are still dry counties where liquor can't be bought.  Good example of this is the county where Jack Daniels is made.  You can make it but you can't buy it there or drink it. 

Now with porn some of the places where it is illegal to buy have tried to file criminal charges against places that sell it online.  This could be a case where both the selling location and receiving have laws against it.  No real idea though.  If you ever read the off beat news you will see stuff like this all the time.
