Custom sound file format.
I googled the hell out of this issue - maybe I'm just not looking in the right places.

I've made a sound file I want to be played as a part of a training message. It's 16-bit PCM at 11025hz. I've also tried 22050hz, in both .wav and .ogg, stereo and mono, using audacity's export function.

Nothing I try plays in FRED2 or FSO. What am I doing wrong?

It needs to be wav or ogg. Did you put it in the right place so FSO can locate it?

Should be either <mod>/data/sounds or <mod>/data/music

EDIT: Or data/voice/special, like FUBAR said

Well that depends on what the sound is used for.  Could go in data\sounds if it's an effect or more likely data\voice\special if it's a voice file.
