Visual Studio 2013 Considerations
MS has recently released Visual Studio 2013 RC1.

I will be adding solution files to the SVN shortly, but be aware that you cannot build FRED with it out of the box, since building MFC applications with a non-Unicode charset is disabled by default. If you do want to build FRED, you need to install this thing as well.

So does that mean that it'll be possible to build FRED with the freebie Express version this time, or is that utility just for the full version?

I wonder if it's possible to hack that into the Express edition and edit some menus manually like it has sort of been possible before...at least this time it'd be with a separate download they provided :P
