Lore Question: Vasudan expressions

I like how the fan made mods help flesh out the different factions in this game but I'm curious: who came up with the Vasudan salute 'Sa Vasuda'? Or at least does anybody remember when it was first used? It's like when 'Trek' fleshed out the culture of the Klingons and they became more than just a stand in for the USSR---IN SPAAAACE!!

According to the Wiki, "Sa Vasuda" originated in Blaise Russel's campaign Shrouding the Light.
