it's under the point edit interface, the thing that pops up when you select a point, line, or face.  You should have it up most of the time I'd think.  Anyway, the weld vertices tool looks like a welding tip.

I happen to like the barbs! And I like the hangar as well, over hang hangars have a much better feeling than strigh box rounded or under hang ones. The one type of hangar that betas it is the channel hanger...

I've never had a problem with it...now if you combine it with an excessive amount of bolleans, the you could begin to have a problem...
