How do I activate the damage texturing in FSO?

Assuming you mean decals, I suggest you do a search in the SCP forum on 'Decals', but the rendering code is exceptionally bad on that one, so for the sake of framerate, DON'T enable it.

it has been disabled for the time being untill someone can implement a better system for rendering, the only way to re-enable it would be to recompile with the _DECALS_ENABLED_ value defined realy trivial matter but you probly wouldn't be able to do it (makeing assumption that you have neither MSVC6 or C++ skills)
