photoshop is the best, try it...but if the problem is the big download for programs like photoshop or paintshoppro try this:
http://www.ultimatepaint.com/index.html it has a big lack....it doesn't have layers (in the version i have, don't know in the successive) but has really good and customizable filters
there is also another prog that may be useful, satori photo xl
http://www.satoripaint.com/ its a bit strange, a mix of vectorial/paint program, when i tried it in an early version one or two years ago i liked it a lot, althought the incredible amount of bugs, maybe now is more stable (and as i'm reading now it has a photoshop plugin for geometry that i will immediatly begin to download
