* knowledge of CVS and or Bugzilla a plus, but not required.

If he's refering to the PHP that I used to code the page in the first place...like I think he's refering to, then its not of PHP.  Its very simple include style coding with a few extra things thrown in for good measure.  If you've done includes in SSI or something else server side based then you'll be right at home.  If you are somewhat website savvy then about an hour and it will all make sense to you.
