Specular Lighting Problem

When I run FSO without htl the specular lighting on ships flickers in different spots and was wondering if there is a way to fix it. I will get screenshots up later because I am not on my system right now.

NOTE: I can't run opengl and htl crashes.

1.6 ghz athlon, 384 ddr ram, win xp, s3 prosavage ddr video card, latest build, latest video card drivers. Latest driver only has gl 1.1
