He returns with gifts!: Planetary Defense Cannon
put them in orbit around planets.  i had a real simple model a while back since i can't model.  it was about 2km long and had a giant beam that dwarfed anything on the sath

Actually, if he wants to make it attached to a surface, why not mount a couple of them on a large asteroid and put several in orbit with engines to move it.  It they can move something Collosus sized 25 units per second, they can probably move an Arcadia sized asteroid fast enough to make it feasible.
