Other way around. Clothing'll stop Alpha, Cement;ll stop beta and several cms of lead will stop Gamma. Dunno about X Rays, but I assume bone'll stop a lot of em, so I can't imagine the requirements being particularly significant.

There pretty much won't be any modern vehicles still working, or computers, telephones, aircraft, radar, ships, trains etc. etc.  Everything with delicate electronics will be EMP'd to death...

I believe the US has in fact developed fax machines which can resist a nuclear blast.

I don't believe they've developed users who can survive a nuclear blast, though.
