How does one go about opening a .DAT file?

 are there programs capable of doing so and editing them?

.dat is usually a data file.  sometime it's text(then you're lucky), but more often it's binary and encryted.  I've run across several DAT files in the past that i have tried to open with no success.
So as through a glass, and darkly
The age long strife I see
Where I fought in many guises,
Many names, but always me.

There are only 10 types of people in the world , those that understand binary and those that don't.

Some .dat is only music file, you can open it with Winamp (C&C general and NOLF 2).

You first need to know what made it. As Rictor's link shows there is a large array of programs that use that extension.
