Does the prequel campaign require Open?  I keep getting "Mission Failed to Load"

Police Action?
I only tested those missions, in FreeSpace Open. I also made a lot of modifications, also in FRED_Open, so I guess I made it inaccessible for Retail.
If it says Mission failed to load, it does not mean that it requires FSO. Have you just recently downloaded Police Action?

Yeah, 10 mins before I posted, I also couldn't look at them in FRED (I wanted to see if it was something specific or not, but the missions wouldn't load thee either).
