This sounds pretty much like fan made FS3. So...

I seem to remember hearing from my best friend's mate's dog's tennis partner that JMS released some details about the direction the Crusade arc would have gone in. Had it not been cancelled by those meddling boneheads at WB. I don't have any details though but assuming I'm right this does mean that JMS's own ideas could form the basis for such a campaign.

Oh and it's also a damn good excuse for an Evan Chen soundtrack! We really have to find a new sound guy.

True. I think there's info about the script in the net. And that would be used as a base for the campaign.

You can find some brief descriptions on the final unfilmed episodes of Crusade Season 1 at THIS PAGE.  The same site had also posted a more detailed synopsis for "Value Judgements", but it doesn't seem to be up anymore.  It included Garibaldi as a cameo.

I will open my big mouth only to say that I believe that fan made campaigns, models, missions etc. are at least as good as the original stuff. As far as future storylines are concerned the sky is the limit, free your minds.
