It is a good idea. Build a wall around New York before they realise and fill it with more criminals

They're sort of doing that in Iraq; putting giant walls to 'block off' areas, then sending in the troops to sweep it.  Not working very well, though; I think something like 400 people have been killed in sectarian violence this week alone.
