Seriously though, the hypocrisy of that is amazing.  In order to regulate religion, they would need to have some knowledge of it.  Considering that they are officially atheist, it's incredibly contradictory.  Doublethink at work...

When phrased like that it sounds ridiculous but this is just China reaffirming their right to appoint monks. Then again, since they already had that right, the article is somewhat strange. Anyways, like someone wrote in the comments of the linked article.

Technically the ruling monarch of England appoints the archbishop of Canterbury, but effectively it's the Prime Minister who chooses the person appointed, in the name of the sovereign.
