Assuming Bush isn't just a figurehead and the elections aren't rigged, there's no denying he's a good politician. Besides "just" being POTUS, he also managed to get re-elected, despite taking
incredibly controversial actions. Despite his approval rating being low, he still apparently has immense political capital to leverage abroad. For all the social, economic, and international problems he's blamed for, he still has a lot of freedom to act that many other political leaders don't.
Point #2: Do you really expect Putin to talk crap about Bush during an interview? "Bush is really annoying. And his cologne...I can't stand his cologne!" Yeah, right.

EDIT: Or the ultimate political shun: "If Bush had a Facebook page, I would ignore his friend request." Cue international scandal.
