Hey,
quick question.

i have two videos.  One has sound, one has no sound.  Both are the same thing, but different camera angles. 

I want to have a single video, and switch between different camera angles (use the same audio track).  every so often there's someone that walks in front of the one camera, and i want to switch to the other angle instead, etc.

what's the best software to do this in?

if you have a mac, imovie is nice. if windows, i guess you could use movie maker, if it still comes with the OS. i only ever used it once, so iunno.

if it's just a simple, short video, you don't really need any super complex video editing thinger. just use whatever's built in.

ive used adobe premier with good success, but the version i have is so old it doesn't support any modern formats.

not sure if movie maker can seperate out the audio and use it with the other footage though, its kinda restricting in what you can export too.

Any video editor is capable of using the 'cut' transition. 

And, yes, Windows Movie Maker can delete audio segments.  Though, I don't recommend it on the grounds that it only exports videos with an un-editable, variable framerate.

i was under the impression that he wanted to use the audio track, but then get the best shots off of both video sources.

As much as I hate to admit it, iMovie does that perfectly. Pretty much anything that isn't WMM should cover it too.

Avidemux is a pretty good, free video editor.

I'll second this.  I've had some occasional issues with it, which may stem from my general ignorance of video editing more than anything else, but it has quite the lineup of features.

First, separate the audio from the track that has the audio with ffmpeg or such like.  Then just import both videos and the audio into almost any video editor and you can cut the video up and rearrange it all you want while keeping the audio intact (assuming the audio is sync'd to both clips, of course).
