an article i saw on this said this decision dates back to march.  seems to me like some people decided this is a politically convenient time to bring it up.

It's a jab at NYC's policies on consumable products that in excess are unhealthy. Bloomberg argues that because the city cannot evaluate the nutritional value of donations, the donations shall stop. And then there's the ethically questionalble soda ban/regs.
